The Kingston Common Council approved a slate of routine resolutions by unanimous votes and adopted a revised ethics local law during its Jan. 7 meeting. The council also voted to send three related measures about land acquisition and eminent domain for properties along Garrigan Drive back to committee.
Early in the meeting the council approved procedural and housekeeping resolutions by voice vote, each recorded as 9‑0: adopting the tentative order of business for 2025 (Resolution 1 of 02/2025), adopting council rules for 2025 (Resolution 2), designating The Daily Freeman as the city’s official newspaper (Resolution 3), and receiving the mayor’s message (Resolution 4). The council also dispensed with the minutes of the previous meeting and the reading of general bills by unanimous voice votes.
Committee reports and budget transfers were approved without discussion: - Resolution 5 of 02/2025 (adopt amended investment policy) — adopted 9‑0; - Resolution 6 of 02/2025 (authorize $20,375 Parks & Recreation budget transfer) — adopted 9‑0; - Resolution 7 of 02/2025 (authorize $600 Planning Department transfer) — adopted 9‑0; - Resolution 8 of 02/2025 (authorize $19,248.16 City Clerk transfer) — adopted 9‑0; - Resolution 9 of 02/2025 (authorize 6% re‑levy penalty and add water charges to 2025 property tax bills) — adopted 9‑0.
On a separate measure, the council adopted Local Law 1 of 02/2025, repealing Local Law 5 of 2016 and replacing Chapter 49 (ethics) in the city code. The vote on the local law was recorded as 9‑0.
A block of three resolutions related to the Garrigan Drive project were read together (Resolutions 10, 11 and 12 of 02/2025): approval of the Kingston Land Bank's purchase of 46 Grand Street (Res. 10), a SEQRA determination finding the acquisition and redevelopment of various Garrigan Drive properties would not have a significant adverse environmental impact (Res. 11), and adoption of findings under the New York Eminent Domain Procedure Law regarding proposed condemnation of approximately 42 tax parcels (Res. 12). Alderman Renny Scott Childress moved to send those three resolutions back to committee for reconsideration; the motion to send the items back to committee passed (voice vote) and the three resolutions were not acted on further during the meeting.
Other recorded motions included a council vote to extend the public comment period by 30 minutes (motion by Michael Tierney, second by Renee Scott Childress) and unanimous motions to dispense with second readings and pay general bills.
