The McMinnville City Council voted 6-0 to adopt a supplemental budget (Resolution 2025-07) that included adjustments across multiple funds and a required public hearing for the affordable housing fund. Finance Director Katie Henry told the council the affordable housing supplemental budget item was required by ORS 294.473 because proposed amendments to the affordable housing fund exceeded 10% of its adopted budget; the amount in question was $325,754.
The supplemental-budget resolution increased appropriations in several funds for items including engineering staff paid through fees, grant revenues (cybersecurity and innovation-campus grants), and ARPA-funded project rollovers and adjustments. Henry said the action reconciled prior council approvals, rollovers of unspent prior-year appropriations and additional legal or settlement costs that have materialized, and that the resolution did not draw on discretionary general fund revenues.
Councilors asked detailed questions about specific line items. Staff explained the $325,754 included rollovers from prior-year funding plus additional legal expenses and a $75,000 settlement related to the navigation center project; the council earlier approved the settlement in December and staff proposed increasing the city's ARPA allocation to the navigation center from $500,000 to $635,000 to cover additional costs. Henry and city staff emphasized some figures are estimates pending invoices and that the supplemental action provides appropriation authority for current-year obligations.
A companion resolution to formalize the ARPA allocations across dozens of projects (a master list of ARPA project budgets) was discussed at length but not adopted. Councilors requested clearer, project-level status (completed vs. in progress), the financial implications of stopping or delaying any arpa-funded work, and an accounting of unallocated ARPA dollars (about $512,653 on the master sheet). Councilor Chenoweth moved to delay final action on the ARPA allocations resolution so staff can provide more project detail; the council unanimously approved postponement and asked staff to return the item, with supporting documentation, at the next meeting when available.
Staff warned that one practical outcome of postponement may be a temporary pause in third-street design work until council can confirm the additional appropriation for the 30% design package. City manager and department staff committed to return the ARPA master budget with project-by-project status, encumbrances and a clear list of completed versus open projects.
