HARRISVILLE, Utah — The Harrisville City Planning Commission opened a public hearing on Ordinance 5-62, a proposed housing-affordability overlay zone, heard more than a dozen residents and stakeholders on local impacts and policy details, and voted to table the ordinance to allow staff time to incorporate recent state law and hold further review.
The ordinance, introduced by staff and the city’s contracting planner, would create an overlay intended to expand pathways to homeownership through smaller, attainable single-family homes and negotiated development agreements. Brandon (city planner) described the overlay’s purpose as creating “attainable housing without compromising quality or aesthetics” and said the zone aims to help the “missing middle” demographic by allowing different home types and development agreements that set target prices.
