Council members and the developer spent more than 40 minutes on the item, focusing on what kinds of houses will be built and how the homes will perform energy-wise. The council’s final motion requires Horton to adhere to the stipulations in the previously negotiated agreement of sale and to provide Horton Level 1–3 homes on the five lots.
