Seaford council approves electric-department reorganization, promotes Greg Brook

Seaford Mayor and Council voted unanimously to eliminate the operations coordinator position in the electric department, create a new line crew superintendent role and promote Greg Brook to director of electric as part of succession planning for current Director of Electric Bill Bennett, who has indicated he will retire in July 2025.
City Manager said the change is intended to maintain day-to-day leadership in the department during the transition. "Over the last few years, we've had a lot of discussion regarding succession planning... Bill Bennett has indicated that he is gonna retire in July 2025," the City Manager said, explaining why the council is authorizing the personnel changes now.
The council packet shows Greg Brook was promoted in November 2024 to superintendent of electric after serving in multiple roles, including construction leader and operations coordinator. The City Manager told the council Brook was "really the only employee... that had any kind of supervisory experience" needed to lead the department.
Under the approved plan, Brook will serve as director of electric immediately; the city will retain the current director position until Bennett's retirement in July to allow overlap. The operations coordinator post, which the City Manager said is vacant, will be abolished and replaced by the line crew superintendent position, whose duties were described as assigning daily work, overseeing the line crew and working closely with the electric director on budget monitoring, training and signing off on department matters.
Councilman Bradley made the motion to approve the reorganization and establishment of the line crew superintendent position; Councilman Quillen seconded. The motion passed by unanimous voice vote.
The council did not specify an effective salary or personnel-cost change in the discussion. No public comment was offered on the item during the meeting.
Council members said the reorganization is intended to ensure continuity of operations as the department prepares for the director’s retirement in July.
