Committee postpones review of outdated E‑Rate policy and requests IT briefing

The Policy and Governance Committee postponed further consideration of Policy 01/2024 (E‑Rate management) on March 11 and asked staff from the information‑technology office to appear at a future meeting.

Ms. Welsh told the committee that the existing policy dates to 2011 and contains lengthy procurement and technical details that better belong in administrative procedures. She said the district previously risked funding loss when schools submitted independent applications and that consolidating E‑Rate applications at the district level maximizes discounts tied to free‑and‑reduced‑price meal counts.

Ms. Welsh summarized key requirements that must be reflected in policy and procedure: a designated superintendent designee must calculate district discount levels, file required FCC forms (including Form 471), ensure Internet‑safety certifications are in place, and run an open competitive procurement process aligned with E‑Rate rules. She told the committee that the administrative procedure has been recently updated but the board policy itself is out of date.

Board members asked for an IT‑department briefing and for staff to confirm operational impacts and timing before the committee moves the policy forward. Several members also noted national debate over future E‑Rate funding and urged careful attention to federal changes. The committee voted to postpone consideration until the next Policy & Governance meeting and requested the IT team attend; the roll call recorded three votes in the affirmative.
