Orland Park trustees recommend engineering, paving and multiuse-path contracts and hear update on 140th Street/John Humphrey intersection

Orland Park Committee of the Whole on March 3 recommended the village board approve several public-works contracts and heard a detailed update on the long-planned improvements at 140th Street and John Humphrey Drive.

Those recommendations included hiring Christopher B. Burke Engineering of Rosemont for engineering and construction oversight of a Crystal Tree subdivision water-main replacement and relining project, awarding a 2025 asphalt pavement patching contract to McGill Construction LLC of Frankfort and approving a contract amendment for final design services on the 160th/167th multiuse path from Steeplechase Parkway to 104th Avenue. Trustees also received a presentation on intersection and bridge work at 140th Street and John Humphrey Drive that is expected to go to construction later this year.

The engineering proposal for the Crystal Tree subdivision calls for Christopher B. Burke Engineering to provide engineering and construction oversight for $263,070, plus a 4 percent contingency of $10,520, for a total not to exceed $273,590. Trustee Gruden moved the recommendation to the village board; the motion passed on roll call with trustees voting aye.

Trustees were told the Crystal Tree subdivision previously received partial water-main relining in February 2016 and February 2019. Staff said repeated breaks in the remaining mains, combined with corrosive soil conditions that have attacked ductile-iron pipe, justify completing the design this year to allow construction next year. Staff noted modern practice includes wrapping pipe with plastic to reduce corrosion, a treatment not used on the earliest Crystal Tree installations.

On paving, Trustee Malani moved to recommend awarding ITB 25-018 (2025 asphalt pavement patching) to McGill Construction LLC as the lowest qualified responsive bidder for a total not to exceed $474,900 ($399,900 in contract work plus a $75,000 contingency). The motion passed on roll call with Trustee Campos recorded as abstaining “due to a family relationship with a non-awarded bidder.” Other trustees voted aye.

Trustee Campos moved to recommend that the village execute contract amendment number 1 (change order number 4 and addendum D) to the professional services agreement dated Aug. 19, 2021, with Civiltech Engineering Inc. of Itasca to increase the not-to-exceed amount by $84,339.70 to $334,328.70 for final design of the 160th/167th Street multiuse path (Steeplechase Parkway to 104th Avenue). The motion passed on roll call.

Separately, Krishid (staff) presented a project update for the 140th Street and John Humphrey Drive intersection and bridge improvements. Staff said the northern half of the intersection includes a “land bridge” supported with foam material that is failing; the project will remove the northern half and replace it with a timber-supported embankment system, widen the roadway on the north side, add dual left-turn lanes at the intersection and relocate an existing 12-inch water main that runs beneath 140th Street.

Staff reported bids collected by the Illinois Department of Transportation (IDOT) came in at $9.7 million. The village has secured $4 million in Surface Transportation Program (STP) grant funding; staff said the village share will be about $5,722,000. Additional project-related costs cited during the presentation included approximately $168,000 in right-of-way acquisition, about $20,000 in wetland credits and $850,000 for construction engineering services — totaling roughly $1,040,000 in related costs beyond the base construction bid. Construction was described as expected to start in summer 2025 and continue into fall 2026, subject to utility relocations, with ComEd relocation noted as a critical schedule risk if not completed by June.

Trustees and staff said the intersection work was coordinated to include water-main relocation and to provide additional lanes that will accommodate anticipated traffic growth and connect existing bicycle/pedestrian facilities (staff said the project will link Grasslands, Bluff Point and Brook Hills neighborhoods to the Century/104th bike path, reducing reliance on Wolf Road for those connections).

What’s next

The Committee of the Whole recommended these items for the village board’s consideration; the board will consider formal approval. Staff said the 140th/John Humphrey project requires ComEd utility relocations to meet the proposed schedule and that the village will proceed with construction engineering and right-of-way work while coordinating grant reimbursements through IDOT.
