House Education Committee approves technical bill shifting a line from the Department to the Board

The House Education Committee on Wednesday approved Senate Bill 1091, a technical correction that changes one word in statute to reflect a previous budget transfer. Matthew Reiber of the State Board of Education described the bill as a “one‑word change” correcting where a JFAC appropriation should be recorded.
“That one word change just corrects the intent of where the money is actually coming from per how JFAC appropriated it,” Matthew Reiber, State Board of Education, told the committee. Reiber said the transfer was a net‑zero movement made during last year’s JFAC process and that the Department of Finance and Management and the legislative budget office are aware of the correction.
Committee members asked about public responsiveness in the board’s rulemaking and Reiber, who said he is new to the board office, committed to increased engagement. There was no public testimony on the bill. Representative Terrace moved to send Senate Bill 1091 to the House floor with a do‑pass recommendation; members voted in favor and the motion carried.
The committee named Representative Horman as the floor sponsor. The measure will proceed to the House floor for further consideration.
