Allison Park Pollution Control Facility reaches construction milestones; township expects permit modification in months

Environmental services staff updated the township on construction progress at the Allison Park Pollution Control Facility during the March 12 meeting and screened drone images showing the administration building, the dewatering building and new digesters under construction.
Staff said masonry and some floors are poured on the new buildings but weather slowed the schedule. They reported that dewatering equipment startup began last week and that sludge is now being routed to one of the new digesters; the second digestor is expected to start up within about a month. "Dewatering equipment in the dewatering building will start up within the next month, and that'll be the final piece of the actual kind of process part of the project," staff said.
Once process equipment is in operation, staff said they will notify the Pennsylvania Department of Environmental Protection and seek a modified MPDS permit; staff anticipated that step within about three months. Staff also addressed a delayed sound attenuator order, saying the contractor acknowledged a breakdown in release/ordering and that the attenuator had been received by the HVAC contractor and was scheduled for installation the coming Friday.
The update included punch-list work for phase 1 and ongoing coordination with contractors and inspectors; there were no motions or votes recorded on the construction update in the transcript.
