The Senate Environment and Energy Committee released Senate Bill 1991, which would require a timeframe for adoption of and public comment on proposed host-community benefit agreements for certain solid-waste facilities and authorize residents to petition the state to establish or adjust host-community benefits.
Erin Knoedler of the New Jersey State League of Municipalities testified in opposition, saying the bill “is overly burdensome for municipalities” though the League thanked sponsors for amendments that changed the term "host community" to "annual economic benefit" and said that change provides some flexibility. Knoedler said allowing third parties to participate in negotiations could dilute municipal authority to advocate for local communities.
Committee members adopted committee amendments to make the senate language identical to the Assembly version and released the bill on a roll-call vote.
