Commissioners approve multiple budget amendments, project ordinances and consent agenda items

At its March 2025 meeting the Alexander County Board of Commissioners unanimously approved a package of budget amendments and a project ordinance to recognize several grants and to move funds for projects discussed earlier in the meeting.
County Manager Todd Holmes summarized amendments that the board approved: Budget Amendment 25 (library state aid grant, a donation and a fraud protection grant for the senior center); Amendment 26 (adjustments to fire district disbursements for the previous fiscal year); Amendment 27 (transfers from the County Water and Sewer Fund to cover water projects); Amendment 28 (ARPA and CDBG funding for Sterling Road and EMS work); Amendment 29 (EMS base appropriations); Amendment 30 (ARPA funding transfer for waterline extensions, noted as approximately $2,300,000); and Project Budget Ordinance P3 to accept an $85,714 grant from the North Carolina Department of Agriculture Consumer Services (streamflow rehabilitation assistance program). Holmes said many of the amendments recognize receipts rather than new county expenditures.
The manager said CDBG deobligated funds dating back to 2019 were used to supplement Sterling Road funding, and that the EMS project will include a mix of state grant dollars, opioid settlement funds for eligible elements and county general fund transfers. Commissioners approved all amendments and the consent agenda after a motion and second and a unanimous recorded hand vote.
No appeals or challenges were raised during the meeting’s approval of the budget items. The manager said additional budget amendment detail (line‑item transfers and the formal budget ordinance language) would be presented to the board in follow‑up documents.
