Rules committee advances resolution celebrating League of Oregon Cities’ 100th anniversary

Representative John Lively and Patricia Mulvhill (Patty Mulvhill), executive director of the League of Oregon Cities, presented House Concurrent Resolution 18 to the House Committee on Rules on March 17, asking the committee to recognize the League’s 100th anniversary and its support for Oregon’s 241 incorporated cities.
Mulvhill described the League’s services — legislative advocacy, professional development, technical assistance and networking — and noted resources including the Oregon Municipal Handbook and a recently released Oregon Local Revenue Tool Guidebook. Mayor Jessica Engelke of North Bend, the League’s 2025 president, also described conference plans and membership diversity across urban, suburban, rural and frontier cities.
Vice Chair Draeson moved HCR 18 “to the floor with a be adopted recommendation.” A roll-call vote followed; the chair announced the motion adopted and assigned Representative Lively as the floor carrier. Committee staff recorded a no fiscal and no revenue impact for the resolution.
Why it matters: the resolution is ceremonial recognition of a statewide municipal association that provides training and assistance to city elected officials and staff. The committee’s action advances the resolution to the full House for final concurrence or further consideration.
