Chair Winn opened the committee’s work session on House Bill 2411, which would establish an industrial site loan fund and allocate $40,000,000 to it.
The bill summary said the proposal sets eligibility and definitions, forms of financial assistance allowed, allowable costs, and an application and agreement process, and that it would take effect on the 91st day following adjournment. A fiscal impact statement and a revenue impact statement described the effect as minimal or “revenue light.”
Vice Chair Bridal moved to refer the bill to the floor with a do-pass recommendation and to refer it to the Joint Committee on Ways and Means by prior reference. After a roll call that recorded Representative Dobson and Representative Lightly voting “aye” and Representative Osborne voting “yes,” the motion passed and the committee closed the work session on HB 2411.
The action does not yet appropriate funds; it forwards the bill for budget committee consideration and further fiscal review.
