Parlier council approves slate of representatives to regional boards and commissions

Key approvals included continuing Sabrina Rodriguez as mayor pro tem; naming Janie (Juanita) Molina as Parliers member to the Centerpoint body with Sabrina Rodriguez as alternate; approving the mayor as member and Sabrina Rodriguez as alternate to the Latino mayors group; appointing Sabrina Rodriguez as member and Kathy Solorio as alternate to the California Integrated Waste Management Board seat; designating representatives for Fresno Council of Governments (Fresno COG) seats consistent with that bodys bylaws; and approving Parliers member and alternates for the South Kings Groundwater Sustainability Agency (GSA), South Regional (water-related board), and the Southeast Regional Solid Waste Commission.
Council discussed that bylaws for some regional bodies specifically restrict which official may serve (for example, several council members and staff said Fresno COG bylaws designate the mayor or mayor pro tem as the seat-holder). Council directed staff to provide copies of bylaws where ambiguity remained.
Where the assignment placed an engineer on directors panels (for example, board-of-directors meetings), council members clarified that the engineers serve on directorspanels that develop projects and that the council acts as the fiduciary board to approve funding. Several appointments were described as routine and to be documented in staff files.
