Parlier council tables draft council conduct code for further revisions

A draft council conduct and code-of-ethics protocol was tabled Thursday after council members said the draft contained inaccuracies and lacked clear enforcement language.
Staff presented a draft protocol intended to codify standards on integrity, accountability, conflict of interest and respect. Several council members raised concerns that portions of the draft contained incorrect ordinance and resolution citations and language that could conflict with how the mayor is selected under the municipal code.
Council Member Janie Molina said the draft included language about rotating mayors and other procedural text that does not match the city’s ordinances. “There is a lot of errors in this protocol… the ordinances and resolution numbers are not ours,” she said. Council Member Diego Garza asked specifically about consequences for violations, saying a code without enforcement would not change behavior.
Staff and legal counsel recommended further review, including inquiry of model policies from the League of California Cities and consultation about appropriate enforcement or sanction language. Council directed staff to collect suggested edits from members, to consult legal and League resources, and to return the item later — possibly after closed-session review on disciplinary frameworks.
The council moved and seconded a motion to table; the motion carried. No policy was adopted at this meeting.
