Parlier City Council adopts stormwater ordinance, several funding resolutions; denies staff raise in closed session

Parlier City Council on Thursday approved multiple resolutions to close or affirm federal and state funding uses, introduced an ordinance to give the city legal authority over stormwater discharges, and reported a closed-session personnel decision that denied a requested pay increase.
The council voted unanimously to adopt a resolution supporting “timely use” of federal and state transportation funds, approved formal closeouts for two Community Development Block Grant (CDBG) programs (business assistance and residential utility assistance), and waived the first reading to introduce an ordinance updating the municipal code on small municipal separate storm sewer systems (MS4). Council also approved a disability retirement resolution for Police Officer Charles Bolding. All votes on the listed resolutions and the ordinance were recorded in open session as unanimous (5–0) at the time of each action.
The timely-use resolution was presented as necessary to preserve regional funds allocated through Fresno Council of Governments (Fresno COG) and to allow the city to apply for competitive regional transportation grants, staff said. The council then approved resolutions formally acknowledging completion of the CDBG business-assistance program and the CDBG utility-assistance program; staff and the grants coordinator said required closeout documentation was complete and that those grants would be included in a forthcoming internal audit for fiscal year 2023–24.
City staff introduced draft Ordinance 2025-02 to add Chapter 13.8 to the Parlier Municipal Code, giving the city explicit legal authority to control pollutants discharged to the public stormwater system and to comply with the State Water Resources Control Board’s MS4 general permit. Council waived the first reading and introduced the ordinance for consideration.
In closed session the council reported a personnel action: by roll-call vote the council denied a request for a retroactive and ongoing pay adjustment for the senior revenue manager. The council reported that the motion to deny the request passed 3–2; the city clerk recorded the roll-call vote.
The city manager and grants staff said they will include the closed CDBG grants in an internal audit and produce any documentation the state or federal auditors require. Council members requested ongoing follow-up to ensure compliance with grant terms and to reduce risk to the city’s eligibility for future regional funds.
