Parlier council adopts new hours and location for warming and cooling centers

Parlier City Council on Thursday approved revised operating guidelines and a relocation for the city’s warming and cooling centers to better serve residents during extreme weather.
Staff proposed opening a cooling center when temperatures are forecast to exceed 100 degrees and operating it between noon and 8 p.m.; a warming center will open when temperatures are forecast to drop to 39 degrees or lower and operate from 7 p.m. to 7 a.m. Council also approved relocating the facility to 741 Tulare Street (the Civic Center) and instructed staff to publicize the hours and location.
Chiefs and staff explained that fixed hours give shelter users a predictable window and keep centers open until conditions safely moderate. “The reason you have a time established is so that anytime the temperature drops a few degrees below the established threshold, the center still stays open for comfort,” staff said.
Council approved the recommendation by roll call: Mayor Alma Beltran — yes; Mayor Pro Tem Sabrina Rodriguez — yes; Council Member Janie Molina — yes; Council Member Diego Garza — yes; Council Member Kathy Salorio — yes.
Staff said flyers and public notices would be prepared and posted so residents and outreach partners can direct people to the Civic Center location. The council discussion also noted outreach to unsheltered people who were observed camping on public property; staff said officers and outreach volunteers will offer services but cannot compel individuals to use the center.
The council also reviewed a budget line reportedly tied to homeless services; staff advised residents to consult the finance department for an itemized accounting and said staff would provide detailed figures on request.
The measures take effect immediately for the upcoming weather season, with operational details to be finalized by the Police and Emergency Services departments and posted to the city’s channels.
