Parlier council approves resolution to seek STBG funds for Sedgwick and Newmark sidewalks

The Parlier City Council on Feb. 20 adopted Resolution 2025-14 authorizing city staff to apply for Surface Transportation Block Grant (STBG) funding to construct sidewalks and related street improvements on Sedgwick Avenue’s north side and on Newmark Avenue north of Parlier Avenue.
City engineer Javier said the two competitive applications are part of the city’s annual STBG requests through Fresno COG. He said last year the city received STBG funds to do sidewalk work and an undergrounding project along Zedekar next to the canal, and the council’s approval was needed so staff can submit the new applications, due in two weeks.
The projects described in the application package include installation of sidewalks adjacent to the school on Newmark Avenue and building curb-and-gutter where the roadway now terminates into a grassy area. Javier told the council the Sedgwick Avenue application targets the north side of the street. He said the grants are competitive and the city will submit both applications for consideration.
Councilmember Diego Garza moved to approve the resolution; Councilmember Kathy Solorio seconded. The motion carried, recorded as four votes in favor and one absence.
The council’s vote authorizes staff to complete and submit the grant applications but does not commit local matching funds beyond what the city has approved in its budget. Javier said he needed the council’s approval that evening to meet the application deadline.
The resolution and the completed application materials will be submitted to Fresno COG for consideration; funding is competitive and award decisions are made by that regional body.
