The City of Needles approved a forgivable loan of $275,000 to support a proposed conversion of the former River Valley motel at 1707 Needles Highway into approximately 29 efficiency apartments, officials said. The funding comes from state affordable housing sources administered by the city; staff described the award as part of a broader pipeline of housing funding and emphasized the city’s role in moving the project forward.
The project applicant described unit layouts as roughly 280–300 square feet per unit with a small kitchen area and a private bathroom; two units will be fully ADA wheelchair accessible and all unit doors will be 36 inches to improve accessibility. The applicant said efficiency configurations can be combined (adjoining units) to accommodate larger households if needed.
Council members discussed unit sizes, income targeting and state affordability requirements; staff said funding will be used for an affordable component meeting 80% of area median income thresholds for eligible residents. The council adopted the resolution by roll call; staff said additional planning, fire and building approvals are required and that funding is contingent on meeting those requirements.
The motion was approved and staff will finalize loan documents, continue entitlement processing and coordinate building and fire department review as the project proceeds.
