Staff explained the city complex—constructed in the 1970s and acquired by the city in the 1990s—has deteriorated under the fascia and that structural engineering is required for a vulnerable corner. The roof was replaced previously, but inspectors found rotten wood, holes and bat access under the structure and evidence that fascia deterioration was leaking into the building. Staff said the immediate hazard did not require emergency red‑tagging but recommended starting the design process now so repair bidding and construction can follow.
Council members asked about the $100,000 planning estimate; staff said that figure covers end‑to‑end design and contingencies for the engineering scope but that construction costs will be determined by the subsequent bidding process. The council voted to proceed with the RFP for engineering design; staff will return with engineer proposals and a scoped construction bid process for council consideration.
