Brad Clark presented the application, which listed vendors, prepackaged foods, educational workshops and live music and estimated attendance of about 50 people. Clark noted the city's park-use code (Title 6.46.11) requires written council approval for commercial solicitation in parks. The application proposed April 20 for an all‑day event; council members and staff observed that date falls on Easter Sunday and could conflict with traditional park uses.
Council members said they lacked sufficient detail about the event and its commercial activities and asked whether vending would include retail merchandise or potentially regulated products. No representative of the applicant was present to answer questions. "I don't know what I'm voting for. I need additional information," Mayor Joel said.
Councilor Kathleen moved to table the request; the motion passed by roll-call vote. Council directed staff to request more detailed event information from the applicant and noted possible scheduling conflicts to resolve before the permit would be considered again.
