The Grants Pass Urban Renewal Agency voted to award up to $50,000 toward system development charges (SDCs) for the Greenfield RV Resort project at 420 Northeast Greenfield Road.
Brad (staff member) summarized the redevelopment: the applicant proposes a phased RV resort totaling multiple acres and dozens of RV spaces. Phase 1 SDCs for the project were reported to be approximately $348,000; phase 2 adds roughly $135,000 for a total of about $483,000 in SDCs across both phases. The applicant has already invested in public improvements including significant frontage work and an 8-inch sewer main replacement along Greenfield Road, which staff said benefits future development in the corridor.
Justin Gerlitz, the applicant’s consultant, told the agency the project represents a private investment of several million dollars and that lodging-tax and property-tax revenues would follow once the park is operational. City staff noted $250,000 had been budgeted in the current fiscal year for URA grants; about $145,000 remained unallocated before this request.
The agency approved awarding the grant up to the 25% SDC cap in the program, not to exceed $50,000. The board stated the project met URA objectives of redeveloping underused commercial parcels and adding visitor-serving lodging. The motion passed on a roll-call vote.
