Council adopts expanded public-notice rules for land-use hearings after split vote

The Grants Pass City Council adopted amendments to Development Code Article 2 that expand public-noticing and outreach requirements for certain land-use applications, a change staff said was prompted by public concern and an earlier appeal of an RV-park application.
Planning manager Mark Trinidad described five proposed changes: expand the radius for mailed notice from 100 to 200 feet for Type 3 and Type 4 land-use applications; require neighborhood meetings for Type 3 and Type 4 applications with 50 or more units/lots; require on-site property posting with a standard sign and QR code; require notifying renters via property managers when applicable; and post hearings on the city’s social media channels and updated website panels. Trinidad noted the recommendation from the planning commission and the Housing Advisory Committee varied; the planning commission recommended items 1, 3 and 5 while the Housing Advisory Committee had concerns about cost and development impacts.
Council debate was substantial and several councilors and the public weighed impacts on development costs and on neighborhood transparency. Councilor Victoria moved to adopt an amended proposal limited to items 1, 3 and 5 (mail radius increase, on-site postings, and social-media posting). That motion failed on a 3–4 roll-call vote (Victoria, Eric and Joel yes; Rob, Indra, Kathleen and Rick no). Councilor Rob then moved to adopt all five proposed changes (the city’s original proposal). After discussion the council approved adoption of all five changes on a 5–2 roll-call vote (Kathleen, Joel, Indra, Rob and Eric voted yes; Rick and Victoria voted no). The board recorded the action as passing first reading; staff said the ordinance will return for second reading at a subsequent meeting.
Trinidad and staff said there would be additional administrative costs to implement the package, including a likely future surcharge on Type 3 and Type 4 applications to recover increased mailing and signage costs; staff estimated the worst-case surcharge under all five changes could exceed $350 per application, though precise fees were not set at the meeting. Trinidad noted neighborhood meetings and on-site signs would be paid by applicants; staff proposed the city would provide standardized signs and QR-code landing pages.
