Owensboro commission approves easement, confirms board and personnel appointments

At its March 4 meeting the Owensboro Board of Commissioners approved Municipal Order 4-2025, confirmed several neighborhood board appointments, and approved personnel status changes and appointments reported by the city manager.

Municipal Order 4-2025 authorizes the mayor to execute a permanent, perpetual easement to the Davis County Water District for construction, operation and maintenance of an underground water line across property at 1900 East Parrish Avenue, the city’s Fire Station 2. The city manager said the easement "will not be detrimental to our use of the property." The measure was read on first reading and approved by voice vote.

The commission also approved board appointments: Brian Veil to a two-year term for Barn Harbor area (effective March 2025); Jeremy (last name not specified in the record) to a two-year term for Midtown East Neighborhood Alliance (effective March 4, 2025); and John Ross to a two-year term for Old Neighborhood Alliance (effective March 2025). The motion to approve these appointments carried on a voice vote.

Personnel actions reported and approved included two probationary full-time non–civil-service hires: Darcez Ashley, refuse truck driver (effective March 10), and John Hodges, bus driver with the transit department (effective March 10). Two employees were listed as completing probationary periods and moved to regular full-time non–civil-service status: Chase Knight, firefighter (effective March 1), and Donald Warren, labor with the police department (effective March 11). The commission approved these personnel items by voice vote.

The city recognized Amanda Rogers for a 15-year service anniversary during the meeting.

All procedural votes were recorded in the meeting minutes as carried; no dissenting votes were recorded during these routine business items.
