Council clears three property‑line vacations for public projects and private redevelopment

The Grants Pass City Council approved three separate ordinances to vacate common property lines between specified tax lots to allow parcel consolidation for public works projects and private redevelopment.
Brad (staff member) presented each matter as a quasi-judicial hearing requiring notice and a staff report. Item C concerned vacating common property lines for parcels on Allen Creek Road to allow consolidation of three parcels and construction of a regional stormwater facility associated with the Allen Creek Road widening project. Staff said the vacation would remove two parcel lines, consolidate the area for the bio-retention pond and access, and that no public comments were received on the application. Councilor Indra moved to adopt the ordinance; Victoria seconded. The roll-call vote was unanimous for both first and second readings.
Item D was an application filed by Ontrack, Inc. (the applicant) to vacate property lines between parcels at the corner of Maple and Rogue River Highway to accommodate development and building setbacks. Staff said there had been prior applications and an oversight that required the council’s action. No public comments were received on the item. Councilor Joel moved to approve the ordinance on first reading; Kathleen seconded. The vote was unanimous for first and second readings.
A third property-line vacation (also set before the council) concerned adjacent tax lots on a separate map number and likewise passed on first and second readings after staff reported the application and said no public opposition was received.
Across the three items staff advised the council that the decision must be based on development-code criteria (subdivision and partition code article 17) and documented that public notice was sent; staff indicated the vacations would not be contrary to public health, safety and welfare if approved. The council adopted the ordinances and read each by title, with unanimous roll-call votes on first and second readings.
Ending: Staff will file the ordinances and update the city’s parcel maps; the consolidations will allow the city’s regional stormwater facility construction and private site redevelopment to proceed.
