Mental health facility construction on track for summer completion with weather delays

BW Construction project manager Mark Manship gave the board a February construction update for the Delaware County Mental Health Facility on March 17.
Manship reported the original contract value of $7,996,017 has not changed and there have been no cost change orders to date. Exterior work — including masonry, window glazing, roofing underlayment and site utilities — showed substantial progress; the contractor is awaiting better paving temperatures to complete asphalt-related items such as the parking lot subgrade and curb work. Interior work is underway with plumbing, electrical and HVAC rough-ins in progress and fire-protection piping installed and air-tested pending the full water connection.
A drainage-permit-related, no-cost time change order previously approved added 63 days to the contractual schedule; Manship said the schedule was adjusted accordingly and identified a revised substantial-completion window. The project manager reported the contractor is targeting an overall work completion milestone of July 3 with an August 18 turnover date after a one-month buffer to allow county staff and vendors to move in and commission building systems.
Manship said the subcontractors and trades have completed a mock-up and significant exterior envelope work; glazing and storefronts are about 90% complete, masonry is finished, and roofing shingle installation is pending appropriate temperatures. He also noted successful installation of the lift station/grinder pit and sanitary connections and that the county’s last February draw is expected to arrive March 20.
Commissioners asked about payment status and Manship confirmed subcontractor pay applications are current and the contractor is expecting the next draw on schedule. County staff asked that the newly hired building superintendent, Don Chambers, visit the site; commissioners requested Chambers be added to the monthly meeting invite list for project updates.
