Committee weighs making recreation funding contingent on interjurisdictional cooperation

Committee members spent an extended portion of the March 4 meeting discussing county recreation funding and persistent boundary disputes among municipal and county recreation programs.

Miss Brock presented options for preserving the existing base allocation while making additional funding contingent on cooperation and agreed measurable expectations; she proposed keeping the $50,000 (existing allocation) in the regular budget and placing any additional funds in the council’s budget to be released after formal agreements are completed.

The committee discussed past attempts to resolve boundary issues and the practical difficulties of defining measurable “play‑together” standards across different sports and administrative bodies. Members said the historical disputes stem from overlapping municipal boundaries and different league governance structures; several members suggested a district‑level outreach to confirm current status before drafting binding language.

Miss Brock told the committee she would bring back options and possible funding amounts for the committee’s budget deliberations. She suggested holding additional conversations with city recreation administrators and school athletic directors to draft measurable conditions for any contingent funding. Several committee members said withholding additional allocation was a possible enforcement mechanism if parties could not reach an agreement.

No formal funding changes or conditions were adopted; staff were directed to prepare options for council consideration during the budget process.
