Planning commission pauses immediate renaming of Jefferson Place, orders certified notice and public input

The Oconee County Planning Commission on March 3 held a public hearing on renaming a discontinuous section of Jefferson Place to resolve duplicate street-name issues and improve emergency response clarity. The commission rejected an immediate vote to adopt Rose Bush Lane and instead directed county staff to notify the nine affected property owners by certified mail and schedule a follow-up meeting for public input; commissioners also discussed recommending an exception to the county's addressing rules to adopt the name Jefferson Place East.

GIS Manager Nick Walton told the commission that map data and address applications show nine parcels would be affected and that two addresses on the road have existed for roughly eight years. Walton explained that an address must be requested and assigned before a building permit, and that his map marks addresses applied for with a star.

Commission members and staff recounted that Roads and Bridges and Emergency Services requested the change because the subdivision, as recorded, produced two physically separate stretches that share the same name. Commissioners discussed notification practice and legal requirements: county addressing policy requires Planning Commission review for name changes but does not mandate mailed notice to affected residents; staff said they typically notify affected parties by certified mail when making address changes.

Kyle, speaking for Roads and Bridges, described the problem as recurring and common in the county and said the departments typically post signs and provide contact information and meeting dates to solicit feedback in similar cases. Commissioners noted that only nine homes are involved and expressed concern about making changes without direct notice; one commissioner said certified mail would be appropriate.

A motion to change the name immediately to Rose Bush Lane failed. After further discussion, the commission withdrew that motion and approved a motion to send certified letters informing the nine affected property owners that the county intends to change the name and to invite them to a future meeting to give input. Commissioners also indicated they may recommend the name Jefferson Place East as an option if an exception to current naming rules is approved. The action is advisory; County Council and staff steps will follow, including mailing notices and coordinating with the post office and emergency services.
