The Calcasieu Parish Police Jury on March 6, 2025, approved a slate of resolutions, motions and administrative actions covering infrastructure agreements, grant applications, permits, bids and the condemnation of multiple properties; one condemnation hearing was deferred for 30 days to allow the property owner to submit required documentation.
The jury approved resolutions for public works agreements including the Belfield Ditch multi-road crossing replacement project (sale/purchase and servitude agreements), the East Calcasieu Parish Consolidated Water Works project (permanent utility servitude and temporary construction servitude agreements), and an act of sale for the Big Woods Starks Bridal replacement project. The panel also adopted a resolution to submit a grant application for the 2024 Flood Mitigation Assistance (FMA) grant program.
The jury approved routine business items including the minutes of the Feb. 6, 2025 meeting; promulgation resolutions for election results in multiple fire protection and waterworks districts; approval of one new and two renewal liquor and beer permits plus ratification of one special-event permit; payment of current invoices; advertising for bids on waterline and road-extension projects; and acceptance of several procurement and construction items, including a recommendation to accept Southern Specialty Products for the uniform contract and resolutions accepting several projects as substantially complete.
Appointments and reappointments carried. The jury reappointed Andy Ordway and William Wilkie to the public safety communications district and confirmed appointments to multiple fire protection and waterworks district boards. The Southwest Louisiana Convention and Visitors Bureau appointment of John Hamadi was confirmed. The jury also adopted a resolution of condolences for the family of Daniel Michael Danahey Jr.
Condemnations and compliance orders: During the scheduled public hearing the jury moved through a long docket of condemned properties. For each property the jury recorded a motion and then noted "Item carries," indicating approval. Where provided in the record, the mover and seconder for each condemnation are listed below. The jury ordered removal or set 30-day removal periods as part of those motions.
Selected condemnation outcomes (motion text summarized): - 1290 East Lackey Road, Moss Bluff — motion to condemn and remove in 30 days; motion carried (mover: Mr. Quinn; second: Mr. Smith). - 148 Moss Lane, Moss Bluff — motion to condemn and remove in 30 days; motion carried (mover: Mr. Quinn; second: Mr. Burley). - 2236 Tuna Lane, Lake Charles — motion to condemn and remove in 30 days; motion carried (mover: Mr. Landry; second: Miss Eason). - 54108 Avenue, Lake Charles — motion to condemn and remove in 30 days; motion carried (mover: Mr. Barty; second: Mr. Bowers). - 2198 Claude Hebert Road — motion to condemn and remove in 30 days; motion carried (mover: Miss Eason; second: Mr. Burley). - 130 Florence Circle, Lake Charles — motion to condemn and remove in 30 days; motion carried (mover: Mr. Burley; second: Miss Eason). - 7601 Highway 14 East — motion to condemn and remove in 30 days; motion carried (mover: Mr. Burley; second: Mr. Smith). - 841 Highway 109 South — motion to condemn and remove in 30 days; motion carried (mover: Mr. Bowers; second: Miss Easton). - 951 Greenmore Road — motion to condemn and remove in 30 days; motion carried (mover: Mr. Bowers; second: Mr. Burley). - 167 Rip Hennigan Road, DeQuincy — motion to condemn and remove in 30 days; motion carried (mover: Mr. Burley; second: Mr. Bowers). - 289 Royal Royer (Sulphur) — motion to condemn and remove in 30 days; motion carried (mover: Mr. Bowers; second: Miss Eason). - 1502 Eunice Street, Sulphur — motion to condemn and remove in 30 days; motion carried (mover: Mr. Burley; second: Mr. Smith). - 1622 Eunice Street — motion to condemn and remove in 30 days; motion carried (mover: Miss Eason; second: Mr. Bowers). - 221 Chile Westland Road — motion to condemn and remove in 30 days; motion carried (mover: Miss Eason; second: Mr. Bowers). - 110 Huey Miller Road, Sulphur — motion to condemn and remove in 30 days; motion carried (mover: Mr. Bowers; second: Miss Eason). - 2473 West Houston Road — motion to condemn and remove in 30 days; motion carried (mover: Mr. Bowers; second: Mr. Burley). - 1542 Halverson Road — motion to condemn and remove in 30 days; motion carried (mover: Mr. Bowers; second: Miss Eason). - 847 Ravier Road — motion to condemn and remove in 30 days; motion carried (mover: Mr. Bowers; second: Mr. Burley).
One hearing produced a different outcome: 3114 Broussard Road (listed in the meeting record). The property owner, who addressed the jury and requested time to supply corrected survey and elevation documentation relating to a floodplain issue, received a 30-day deferral rather than an immediate condemnation. The jury recorded a motion to defer for 30 days (seconded by Mr. Quinn); the deferral carried.
What the record shows and what it does not: The meeting minutes and the transcript record the motions, seconder and the chair's announcement that each item "carries." The transcript does not include roll-call vote tallies for each motion; individual yes/no votes are not recorded in the public exchange captured here. For several items the record shows recusals (for example one juror recused on a family-related matter) but does not provide detailed roll-call results.
Next steps: For properties where the jury ordered condemnation and removal, the recorded motion set 30-day removal timelines as stated in the public hearing. For the property deferred (3114 Broussard Road), staff and the owner were directed to meet and submit the missing survey/elevation information so staff can determine whether a permit can be issued; the jury set a 30-day follow-up.
