Solid Waste management director Lee McIntyre told the committee the county will apply for a South Carolina Department of Environmental Services (DES) waste-tire grant of $333,897 to offset contractor costs for recycling and disposal of waste tires. The committee voted to approve the application.
The county also approved an application for the DES used-oil grant ($50,362) to replace a waste-oil shelter, buy recycling supplies for 11 collection centers, fund outreach advertising, and provide $750 for professional development for recycling coordinators. A separate DES solid‑waste grant application for $115,000 was approved; $15,000 of that request targets education and increased cardboard recycling and $100,000 would support a hub‑and‑spoke food-waste composting initiative with Lexington County acting as a hub to receive and process food waste from surrounding counties.
The committee also voted to advance for first reading a residential solid‑waste franchise ordinance to implement a franchise fee related to an existing contract with Tyler Sanitation; staff said no public hearing is required for the ordinance but it will proceed through the county’s first, second and third-reading process.
Separately, in committee of the whole procurement staff requested a 12th one‑year extension of the engineering and remediation services contract for the Highway 321 landfill with Smith and Gardner. The original contract began April 12, 2011; the recommended extension would run April 12, 2025 through April 11, 2026 at an estimated annual value of $266,000. Council voted to accept staff recommendation and extend the contract by one year.
Committee members discussed implementation timing for upgraded collection‑center containers and the timeline for closing and transitioning certain landfill sites; staff reported site paving and equipment installation schedules and said closure/transitions are expected in the June–July timeframe pending completion of associated work.
