Council approves inducement for Project Red, amends bylaws, advances fee-in-lieu ordinance; appoints commissioners and forms animal control ad hoc committee

Fairfield County Council took several formal actions during its meeting, including a first reading of an ordinance tied to Project Red, approval of an inducement resolution to negotiate incentives, an amendment and approval of council bylaws changes, and multiple board and committee appointments.

The most consequential economic-development action was a first reading by title only of Ordinance No. 842, an ordinance authorizing execution of a fee-in-lieu-of-ad-valorem-taxes and incentive agreement related to Project Red and authorizing a purchase-and-sale agreement between Fairfield County and Project Red. The ordinance received a first-reading title-only vote and the record showed a 7-0 vote to advance the ordinance.

Separately, the council approved Resolution No. 2025-03, described by the county attorney as a standard inducement resolution required by state law to begin negotiations with a prospective project known internally as Project Red. The county attorney told council the company could not be publicly named under state law at this stage but that the project anticipates approximately $13,700,000 in taxable investment and about 75 new full-time jobs. The inducement resolution passed 7-0.

Bylaws amendment and pledge language: Council considered Resolution No. 2025-02, which proposed changes to the council’s organizational rules and bylaws. After discussion and a motion to amend so that the proposed resolution would move forward only with language concerning the pledge of allegiance while removing other bylaw changes, council recorded the amendment passing by a 5-2 tally. The amended resolution was presented for final approval and passed by a 5-2 vote as recorded in the meeting.

Appointments and ad hoc committee: Council confirmed multiple appointments to boards and commissions. Several planning and disability/special-needs appointments were approved with roll-call tallies recorded as 7-0 for individual nominees (names recorded in the meeting). On animal control, the council approved creation of an Animal Control Advisory Ad Hoc Committee and initially presented a slate of seven members (Laura Thomas; Katie Odom; Liz Bankhead; Amy Griffith; Anne Carrero; Dr. Roger Getty; Jerome Armstrong). During discussion a motion was made and seconded to expand the committee to nine members and add Kathy Faulk and Boo Major; that proposal was moved and seconded on the floor and members of council then voted individually on each candidate.
