Council approves land-use and zoning changes for 70.16-acre Penrod Road parcel

The Pinetop-Lakeside Town Council unanimously approved a major amendment to the town’s 2015 general plan land-use element and a companion zoning ordinance to reclassify roughly 70.16 acres on the east side of South Penrod Road to a heavy commercial/business park designation and C2 zoning.
The amendment and zoning change stem from a recent land-exchange and annexation of the parcel from the City of Show Low. Jeremiah, a town planning staff member, told the council the change met the town’s major-amendment threshold “defined as 50 or more acres” and said the annexation previously went to the Board of Supervisors in October. He said the Show Low development plan had identified the site as a master-planned community and the town’s proposal aligns that area with Show Low’s classifications while designating it for heavy commercial use within Pinetop-Lakeside’s plan.
The Planning and Zoning Commission reviewed the applications in September and gave a unanimous recommendation to the council, Jeremiah said. During his presentation he described how the heavy commercial/business park designation would allow a mix of commercial and residential uses, including multifamily housing, and said the classification would “offer the most extensive and effective utilization” of the site while minimizing impact on existing neighborhoods because of the site’s location near a future major intersection.
Council members raised a couple of clarifying points during the public hearing. Vice Mayor Buse asked about current ownership; Jeremiah said most of the property (about 63 acres) remains under Forest Service control and the town owns about 7.75 acres. No members of the public addressed the council during the public hearings for either item. After council deliberation, the council adopted the land-use amendment by motion and then adopted Ordinance No. 25,479 to enact the zoning change; both votes were carried unanimously by voice/raised-hand votes.
The council’s action aligns the town’s general plan land-use element with the previously annexed parcel’s intended development pattern and moves the site from Show Low’s planned-unit-development/agricultural designations to a Pinetop-Lakeside heavy commercial/C2 classification. Jeremiah noted that C2 zoning permits many C1 uses and can also allow single- and multi-family residential development.
No specific development proposals, timelines, or applications for site development were presented at the meeting. Councilors and staff did not attach binding development approvals or funding commitments during the votes.
The council adopted the major amendment to the 2015 General Plan and the zoning ordinance after the Planning & Zoning Commission’s recommendation; the actions now permit the town to accept development applications consistent with the new designations.
