Council authorizes off‑duty management MOU to staff school security

The Pinetop-Lakeside Town Council unanimously authorized a service agreement to allow local officers to sign up with Off Duty Management, Inc., a vendor that supplies off-duty security staffing to schools under a district mini-grant.
Commander (name not specified) told the council the school district received a mini-grant for just over $500,000 to provide officers at three schools. The district may use traditional school resource officers (SROs) or hire security officers in an off‑duty, contracted capacity. Joining Off Duty Management’s program would make town officers eligible to be scheduled for the school security positions; the school would pay the vendor, the vendor would pay the officers, and the vendor provides workers’ compensation and liability coverage for off-duty assignments.
The commander said the town can limit where its officers may work and that officers would have priority to sign up for local school positions. He emphasized that while most interactions at schools will focus on presence and relationship-building, officers are still sworn peace officers and would respond to incidents as needed.
Councilors asked about the ability to cancel the arrangement if it did not work, vehicle fees for other off‑duty assignments, and the town’s continued pursuit of a full-time SRO. The commander confirmed either party may cancel with 30 days’ notice and that the school positions do not require vehicles, so vehicle-hour fees were not applicable to the current school assignments.
Councilor Heisler moved approval of the resolution authorizing the Off Duty Management service agreement (Sourcewell Contract No. 51321); the motion was seconded and carried unanimously.
