Commission renews employee-assistance services amendment, approves EEOC training agreement

The Wayne County Commission approved two personnel-related items presented together: Amendment 3 to a five‑year contract with Health Management Systems of America for employee-assistance program (EAP) services, and an intergovernmental agreement with the U.S. Equal Employment Opportunity Commission (EEOC) Training Institute to provide discrimination and harassment training to county supervisors and managers.
Donna Wilson, HR director, Kimberly Price, director of benefits, and Cody Bivens, EEO analyst, explained the EEOC training is a continuation of last year’s program. Bivens said the second round includes five dates: four in-person sessions to cover the Department of Public Services supervisors and managers and one virtual session for make-ups. He explained sign-up sheets and pre-registration will be used to track attendance.
Commissioner Clark Coleman questioned whether the training used federal funds. HR staff replied the training will be charged to the labor relations department budget and is county‑funded. Commissioners asked whether the EEOC agreement is a single payment or a continuing expense; staff said they will explore internal training options in the future.
On the EAP contract, HR staff said Amendment 3 extends the existing five‑year agreement while the county completes a broader RFP process for EAP and a fit-for-duty program for the sheriff. The staff said the second extension previously provided about six more months (to March 31, 2025) and this new amendment extends the timeline further to allow completion of the RFP. Commissioners asked whether future amendments were expected; staff said they did not intend a fourth amendment.
Commissioner Clark Coleman moved approval of both items; Commissioner Killeen seconded. The commission voted and the chair recorded, “Motion carried.”
