The Wayne County Commission on March 5 approved a grant agreement with the Michigan Department of State under the Help America Vote Act to reimburse the clerk’s office for election-security purchases.
Duane, chief deputy clerk, told commissioners, “We received this $84,000 grant. It's a reimbursement.” He said the grant requires purchases to have been made before Feb. 28, 2025, and that the county would submit invoices to the state for reimbursement once purchases arrive.
Commissioner Killeen asked whether the county is submitting for reimbursement after the grant’s stated term, noting the agreement term runs from Oct. 1, 2024, to Feb. 28, 2025. Duane replied that the county had started the procurement and was “in the process” of receiving equipment and would submit invoices within the grant period. He and staff agreed to double-check a $2 discrepancy mentioned during the discussion.
Commissioner Clark Coleman made the motion to approve; Commissioner Killeen seconded. The commission voted and the motion carried.
The item was presented as a reimbursement agreement: the county must purchase equipment, document costs, and submit invoices under the HAVA grant rules to receive funds. The clerk's office indicated it was awaiting deliveries before filing for reimbursement.
No additional conditions or vote tallies were recorded in the public transcript beyond the recorded motion, second and the chair’s statement that the motion carried.
