Proclamation: The board unanimously approved a proclamation recognizing September 2025 as Preparedness Month in Flagler County and encouraged residents to sign up for emergency alerts and to use the county’s preparedness materials. Jonathan Lord, the county’s emergency management director, briefed the commission and noted the county recently secured a stronger roof for the emergency operations center and is beginning monthly community preparedness trainings.
Consent items and motions: Commissioners pulled items 7C, 7D and 7E (interlocal agreements for consolidated software maintenance with the city of Bunnell, Flagler Beach and Palm Coast) because the attached agreement text incorrectly listed a five-year term where the staff report stated a one-year agreement. The commission tabled those three items to the Sept. 15 meeting for correction and re-advertising as needed.
The board also pulled item 7M (a fiscal-year 2024 budget transfer from reserves to operating within the health insurance fund) for discussion; staff explained the transfer was needed to cover claims and commissioners subsequently approved 7M after a short discussion and the consensus to schedule a fuller workshop on the county's self-insurance plan (see separate article). The motion to approve the consent agenda with the listed pulls passed with all commissioners present voting in favor.
