Library services and 'BookPage' subscription draw public attention; interlibrary loan disruptions explained

Multiple residents and community leaders urged the commission to maintain library staffing and restore interlibrary-loan services. Speakers included longtime residents, library volunteers and representatives of the League of Women Voters and other local organizations. Several speakers said interlibrary loan and reciprocal access to other counties’ catalogs are essential for seniors, students and residents without home internet access.
County response and staff explanation Community Services Director Eric (Community Services Director) explained there are three related elements: (1) reciprocal borrowing arrangements with neighboring counties remain in place for users who visit other county systems; (2) in-county courier service among the county’s five libraries will continue and patrons can request delivery across branches; and (3) the statewide interlibrary loan program that provided an expanded sharing network was funded through a federal program administered through the Institute of Museum and Library Services (IMLS) and state pass-through grants. That federal/state funding has been reduced or reorganized, and as a result the statewide interlibrary loan service is being curtailed.
Several members of the public raised concerns about subscription expenditures such as BookPage and asked the board to redirect modest line-item subscriptions to preserve interlibrary loan or other core services. Commissioners agreed to have staff follow up with more details and to provide information on the interlibrary loan status and funding options. Commissioner Finnegan asked staff to email the board with specifics on the interlibrary loan change.
Ending Staff said they would provide a written update on interlibrary loan status and the county'wide reciprocal agreements, and the library advisory committee will continue review of discretionary subscriptions and materials.
