Commissioner Davis moved approval of the South Africa trip specifically and the motion carried. During discussion the mayor announced he would withdraw his name for the South Africa trip because of a scheduling conflict; other commissioners said they would not attend or would defer to the seniority protocol. The board asked county administration to prepare written procedures that reflect the existing decennial practice and to return with a proposed ordinance or formal guidance so commissioners and staff have a shared, public protocol for inbound delegations and outbound mission representation.
