Broward staff recommend large PAYGO for emergency communications; Government Center East replacement moves toward design and demolition

Broward County budget staff presented the five‑year general capital program and told commissioners the FY26 appropriation package prioritizes maintenance and large cash pay‑as‑you‑go (PAYGO) investments.
The most significant FY26 cash appropriation in the recommended program is $138.1 million in PAYGO for the Emergency Operations and Communications Center (EOCC), a project staff said will be followed by additional PAYGO funding in later years to complete the center. The FY27‑30 plan earmarks PAYGO funds for the Government Center East replacement project (approximately $168.5 million in the recommended cash plan) and continues routine allocations for facilities maintenance, parks improvements and judicial complex upgrades.
County staff said the EOCC appropriation also includes a small portion for transit‑related relocation work; the larger Government Center East replacement project is proceeding with a design‑criteria package from an external architect/engineer (Zyskovich). Staff said the project team is preparing demolition documents and environmental site work, and they expect demolition to begin in FY26 and be complete in the following year; final design and the procurement approach will follow the board’s direction.
Commissioners asked for briefings and maps showing the fiber‑optic and intersection projects already under way; staff said they will share an updated map of fiber‑optic backbone work, intersection modernization priorities and progress on park projects. Several commissioners also asked for short, focused briefings on Government Center East planning before the board takes final decisions on procurement and financing; staff agreed to schedule a workshop and one‑on‑one briefings.
