Council awards Eagles Landing Basin shoreline remediation contract for $524,128

The Normal Town Council on Aug. 18 approved a resolution awarding a contract to Stark Excavating Inc. for the Eagles Landing Basin shoreline remediation project in the amount of $524,128.16.
Councilmember Smith asked for background on the item; Reese, a city staff member, told the council that the project had been bid in 2024 but the bids were rejected in June 2024 because they exceeded budget (about $516,500 at that time). “Last year, we bid this project and came to council in June 2024 asking council to reject bids because it was over budget at $516,500 or so,” Reese said. The project was rebid with a modified scope intended to reduce costs; staff said the revised and more detailed scope ultimately returned higher bids because costs rose over the intervening year, and the city increased the budget for this cycle.
Reese also said the rebid included more specific expectations about equipment, equipment size, and access methods for the detention basin; staff believe the more prescriptive scope will improve the end result even though unit prices were higher. When asked about timing, Reese said construction is planned to begin this fall and is expected to take about 45 days.
Council voted by roll call to approve the resolution accepting the Stark Excavating bid. The resolution was recorded as approved during the meeting. No amendments to the contract were discussed on the council floor at the time of approval.
