Director Aft. described the applicant’s requests: a special use to permit outdoor storage (including truck and material storage), permission to use an alternative surface between the fence and the building for pipe storage, and variances because the storage area would encroach slightly into the front yard where the code normally allows outdoor storage only in side or rear yards. The applicant also requested relief from certain fencing and perimeter‑landscaping requirements along the west side where the property abuts the public‑works site, while proposing screening along Lake Street for street-facing visibility.
Director Aft. told the board the Planning & Zoning Commission held a public hearing on June 5 and recommended approval with conditions and adoption of findings of fact. Staff explained that conditions for the alternative surface include customary requirements used previously (for example, posting a nuisance deposit to pay for dust control or remediation if the area is not properly maintained). Trustees asked about differences from past approvals that denied large gravel areas used for truck parking; staff explained that this site has paved areas between the storage zone and the street and is not large enough for semi‑tractor parking, reducing the risk of tracking or fluid leaks. A motion to accept the planning commission’s recommendation passed with a roll call showing yes votes and the item recorded as consent by the board.
