Council OKs CDBG-funded roof contracts for two fire stations

The Kankakee City Council on Aug. 18 approved two resolutions accepting construction contracts with Langlois Roofing using Community Development Block Grant funds administered by the City’s Economic and Community Development Agency: $43,500 for Fire Station 4 (196 N. Fairmont) and $45,700 for Fire Station 6 (85 N. Washington). Both resolutions passed by roll call vote, 13–0.
Director Brewer Watson told council these projects are part of the CDBG public facilities program, that HUD had approved the environmental review and that Langlois was the lowest responsive bidder and met HUD and city qualifications. “They have passed all of the qualifications process from HUD for federal projects and…they're also licensed and registered through our building and code department,” Watson said.
Chief LaRoche confirmed the station locations and thanked staff; the chief described both roofs as needing repair. The city clerk read the resolution language into the record and council approved acceptance of the contracts subject to legal review.
Why this matters: The work is funded with federal CDBG dollars earmarked for public-facility improvements; the approvals move the projects from procurement to award and set the contracts up for execution subject to required federal and city reviews.
Next steps: Contracts will proceed following final legal review and standard federal contracting procedures; council was told environmental and public-notice steps had been completed.
