The applicant proposes a fenced outdoor play area of about 1,600 square feet behind Units 4 and 5; staff recommended conditions requiring city registration, proof of Illinois daycare licensing before a certificate of occupancy is issued, submission of final fencing plans, and implementation of staggered arrival/dismissal times as needed to improve traffic flow.
Applicant Kiara Washington told the board she had relied on city staff emails indicating the location was zoned when she executed the lease and that building‑permit and fencing plans have been submitted.
