Council members described the homeowner’s hardship, saying the owner had been without water for roughly three months and had spent time away with family while the situation persisted. The approved agreement permits the unincorporated property to connect to Joliet water service at the property owner’s expense; the council noted the city will not annex the property as part of the agreement and that if the property is annexed by the adjacent municipality in the future, the connection would be terminated and the property would disconnect.
Council moved and adopted the resolution (council memo 482‑25) during the meeting. Council members and the owner expressed gratitude that the city acted to allow the property access to water service.
