Rachel, a staff presenter, told the committee the ordinance would also require three quotes for purchases below $50,000 and expand use of cooperative purchasing agreements. "The spending authority for the village manager will go from 30,000 to 50,000, and anything above 50,000 will come to the village board for approval," Rachel said.
