Committee unanimously approves $345,400 contract for Grama Park dog park

The Administration Public Works Committee voted unanimously to award a $345,400 contract to LZ Design Build Group for construction of the Grama Park Dog Park (bid 2539). The award, the committee was told, includes the base bid and Alternate 1.

Committee members discussed a waiver related to the MWDEB policy and whether the selected bidder met required criteria. Councilmember Kelly asked for confirmation on the scope of the waiver and whether the bidder and its subcontractors met RBO requirements: "So I just want confirmation: the waiver is for the MWDEB policy only?" A staff member replied, "Yes," and confirmed that the bidder and its subcontractors met the RBO criteria.

Kelly also asked why the city received only one bid on the project despite substantial outreach. Kelly asked: "So we only had one response despite reaching out to over 60 potential bidders — why such a low hit rate?" A staff member answered: "It is really difficult to know. That has in the last month that we've frequently seen that we're only getting one response and could be a variety of reasons — we just really can't control the bids."

Before the contract vote, the committee approved the consent calendar minus Item A4 and approved earlier meeting minutes. The contract award motion for Item A4 passed on a roll-call voice vote with all present members voting yes: Councilmember Davis, Councilmember Kelly, Councilmember Harris, Councilmember Ailes, Councilmember Nussbaum and Councilmember Suffreddin.

No public commenters signed up for the meeting's public-comment period, and the committee adjourned shortly after the vote.
