Committee refers Ashland Arts parking changes and omnibus parking ordinance to Administration and Public Works for Sept. 29 consideration

The Referrals Committee on Sept. 8 voted to send an Ashland Arts package of parking changes and a related omnibus parking ordinance to the Committee on Administration and Public Works (APW), recommending consideration on Sept. 29 and asking that APW take the matter before the end of 2025.
During the meeting Council Member Newsom moved the referral and Council Member Sufferdon seconded. The chair called for the ayes and declared the motion carried.
Committee members sought clarification about which parking items must come to the referrals committee and which may be handled directly by APW. A council member asked whether routine residential parking zone changes require referral and who decides. Allison, a city staff member, said the item "has already had a lot of work gone into it," recommended scheduling before the end of the year and noted that once new rules are adopted, some parking items may not need to come to referrals. The record shows a related referral from July 28 was included in the current packet; a council member asked that a narrower July 28 referral (adding three houses to an M district) move quickly, and staff confirmed those houses were included in the omnibus and that the omnibus was ready for the Sept. 29 APW meeting.
No formal amendments were adopted at the referrals meeting. The referrals committee recommended APW take the matter on Sept. 29 so both the omnibus ordinance and the July 28 referral can be advanced together.
Next steps: Administration and Public Works is expected to consider the omnibus parking ordinance and the Ashland Arts parking changes at its Sept. 29 meeting; staff and council members indicated those elements are ready for that agenda.
