Council awards Stahl Avenue streetscape contract to Landmark Contractors

The City Council on Aug. 25 approved a $302,940.75 contract with Landmark Contractors Inc. for streetscape improvements along Stahl Avenue between Benton and Downer, focusing on sidewalk cross slope correction and access to two buildings.

Engineering staff told the council the project will replace the west-side sidewalk to achieve a cross slope of less than 2 percent, add ramps to provide step-free access at two doorways, remove three on-street parking spaces, add landscape islands, install street lighting and a brick ribbon along the curb to match downtown streetscape details.

Kurt Muth of the engineering division said the work addresses complaints that existing sidewalks have steep cross slopes and that two business entrances require steps. Muth said the work will remove three parking spaces (one in front of 61 South, spots at the north end near 8 West Downer, and one in front of 75 South Stope) and that building owners have been consulted and understand the access-focused improvements. He also said nearby parking garages and a small lot behind a retaining wall provide alternate parking.

Council members asked whether a less extensive approach was possible given constrained sidewalk widths and snow removal needs; Muth said limited right-of-way and building placement leave few alternatives. He also confirmed the work is planned between late October and early December to avoid the downtown fall events, with construction targeted after the Luminara event.

A motion to approve the contract was made by Vice Chair Ted Mesiakos and seconded by Alderwoman Sweta Bates; the measure passed 4-0.

The contract includes concrete and landscaping work, lighting, and brick reinstallation at intersection landings to match prior downtown projects.
