City council approves per-ton contract with Rochelle Waste Disposal for excavation spoils

The City Council on Aug. 25, 2025, approved a resolution authorizing the director of purchasing to accept per-ton pricing from Rochelle Waste Disposal to dispose of non-CCDD excavated soil generated by city water and sewer work.
Council members adopted the contract after hearing that the water and sewer division stores excavation spoils at the new Public Works building and at an older transfer pad at 649 South River Street until they are hauled to an approved disposal facility. The pricing presented is for one year with an optional two-year extension.
Mike Houston, superintendent of Water and Sewer, told the council the pricing covers disposal of “non CCDD spoils generated from excavation repairs performed by the water and sewer division.” He said generated spoils from water-main breaks and sewer repairs are staged at the city’s facilities before disposal. A council member asked specifically where the spoils are stored; Houston responded the material is stored at the new Public Works building and at the transfer pad at 649 South River Street.
Alderwoman Sweta Bates moved approval; Alderman Keith Larson seconded. Chairperson Juan Garza called the vote; the measure passed unanimously, 5-0.
The resolution packages the disposal work into a unit-price contract for one year with an optional two-year extension; the council approved moving forward under those terms.
