The Infrastructure Committee voted 5-0 on Sept. 8 to approve a joint funding agreement with the State of Illinois and an engineering services agreement with Michael Baker for the resurfacing of Dila and Molitor, with an engineering contract amount of $275,241 and an appropriation of $960,000.
The measure funds a federally supported resurfacing project the city designed in-house and expects to list on the November state letting, with construction scheduled for next year.
Tim Weidner, engineering division, told the committee the project covers Dila and Molitor from Farnsworth and that the city selected Michael Baker for engineering services. Weidner said the work is resurfacing only and does not include reconstruction or other roadwork. He noted two previously approved intergovernmental agreements (IGAs) with Aurora Township and Naperville Township: the city will front-fund small segments in each township and expects about $15,000 in reimbursements from those entities.
Committee members asked whether these roads were already scheduled for repaving and how the federal funding works. Weidner said the projects are funded through the Surface Transportation Program (STP) administered by the Kane–Kendall Council of Mayors (KKCOM). He said eligibility requires the route be on a federal-aid (FAU) route and that the program is competitive and fiscally constrained; the region has calls for projects every two years and the next call is in December.
Weidner explained the city pays engineering invoices up front and then seeks reimbursement from the Illinois Department of Transportation (IDOT) as part of the federal reimbursement process. The committee made and seconded the motion to approve the resolution; the vote was recorded as 5–0 in favor.
The committee’s approval moves the project into the next administrative steps: state letting in November and, pending successful bidding and obligations, construction next year.
